made more of a mark ---- made a bigger mark than others
is more of a blouse ----- is more like a blouse than mine
be more of a public site----- be more like a public site than Google and Twitter

When " more of a  X" is a noun comparison, just like sentence 2 and 3 ( coat is compared with coat, site with site),  "more of a X" means  "more like a X".

But in sentence 1, "more of a X" is an adjective comparison : she has made more of a mark than other actresses, she and other actresses are being compared, so it means "made a bigger mark".
