社区民间组织与其它社会团体、公益性组织一直努力扮演着中国城市社会的中间层，它在优化社区资源配置、促进城市高度产业化、增加就业、完善社区保障等多个方面都发挥着积极有效的作用。本文从我国社区民间组织存在的问题出发，探讨了社区民间组织在城市社区建设中的重要地位和作用，阐述其目前状况，在此基础上分析我国社区民间组织在资金、监督体制等方面存在的问题，并对提高我国社区民间组织服务和管理水平提出了相应的对策。
The community civil organization, as well as other socila groups & non-profit organization, has been playing the role of the middle layer in chinese city society. It plays an active and effective role in optimizing the allocation of community resources, promoting a high level of industrialization of the city, increasing employment and perfecting community protection. In the paper, we start from the problems existed in the community civil organization, discuss its greatful status and role in the city community construction and demonstrate its recent situation. Then, the problems , existed in the finance, monitoring system and so on are analysed, while contermeasures are proposed to improve the level of the community civil organization's services and goverment .
